The Federal Fishery Council of Argentina(Consejo Federal Pesquero) duties include establishing a national fishery policy, a fishing research policy, setting up annual catch quotas, and also approving commercial and experimental fishing permits, among other duties. The work on albatross and petrel conservation in fisheries started in the year 2000 after an agreement signed between the National University of Mar del Plata, the Ministry of Environment and the Federal Fisheries Council. Since then, the CFP has being – through the Under-Secretariat of Fisheries – deeply involved during all stages of different projects addressing conservation issues allied to albatross and petrel interaction with fisheries, particularly during the drafting of the National Plan of Action to reduce the mortality of Albatrosses and Petrels in Argentina (NPOA-Seabirds, formally adopted in 2010.
